A data set is a modem, or modulator-demodulator, designed to couple teletypes and similar discrete devices to the switched telephone network. It converts digital signals from the sending terminal into audio tones suitable for transmission down a telephone line, and reconverts incoming tones back into digital pulses at the receiving end. The term emerged in the 1960s when telephone companies, particularly Bell System, needed standardized equipment to bridge the gap between digital office machines and analog voice infrastructure.

The typical data set of that era operated at speeds between 300 and 1200 bits per second, with the Bell 103 and Bell 212A modems becoming industry standards in North America. The device sat between the terminal and the telephone handset, usually in a small box with status lights and acoustic couplers or direct telephone line connections. Internal circuitry handled the frequency shift keying (FSK) or phase shift keying (PSK) modulation required to encode binary data as audio frequencies that could survive the limited bandwidth of voice-grade telephone lines.

Data sets introduced practical problems that remain familiar to anyone who worked with early digital communications. Line noise caused bit errors, especially on longer calls. Handshake protocols had to establish connection and agree on transmission speed before data could flow. The equipment was fussy about telephone line impedance, and acoustic couplers in particular suffered from environmental noise and mechanical vibration. Operators often had to dial manually, wait for a carrier tone, and physically adjust the handset into rubber cups.

The name reflects the era's terminology: the telephone network itself was termed the data network by equipment manufacturers, and a data set was therefore the apparatus that prepared data for that network. Telephone companies preferred this nomenclature to modem for regulatory and contractual reasons. The term persisted in North American telephone industry documents well into the 1980s, even as faster devices and direct digital connections made it obsolete.

Data sets belong to a lineage that includes the acoustic modem, the synchronous modem, and eventually the dial-up modems of the personal computer era. They represent a transitional technology, solving a real engineering problem by converting between incompatible domains, but rendered unnecessary once digital telephone systems and data networks became standard infrastructure.
