An exit code is the digit sequence you dial first when making an international telephone call from a specific country. It tells the telephone exchange that what follows is a destination outside the national network. The most common exit code worldwide is 00, used across Europe, Asia, and Africa. North America and Caribbean nations use 011. Japan uses 010. Australia uses 0011. The exit code is always dialled before the country code of the destination.
The exit code exists because national telephone numbering plans are closed systems. When you dial domestically, the exchange routes calls within its own territory using shorter number sequences. International calls require the switch to hand off your call to a trunk line that connects to overseas carriers. The exit code is the signal that triggers this handoff. Without it, a number like 44 20 7946 0958 (a London number) would be misrouted within your domestic network.
Practical dialling structure
The complete sequence for an international call is: exit code, then country code, then area code, then local number. If you are calling London from Germany, you dial 00 (exit code) + 44 (country code) + 20 (area code) + the eight-digit local number. From the United States to the same number, you dial 011 + 44 + 20 + the local number. Some countries require additional waiting or pausing between the exit code and country code to allow the exchange to process the signal.
The terminology can cause confusion with software engineering, where exit code refers to a numeric status returned by a program. In telephony, exit code is purely about routing and has no relation to status or error reporting. Operators and engineers in switching centers use the exit code to identify calls destined for international carriers, log them appropriately, and apply international rate charges.
Mobile networks and VoIP systems still use exit codes, though the user experience has simplified. Many phones now store full international numbers with the plus sign prefix, which automatically translates to the correct exit code for the network in use. However, understanding exit codes remains essential for telephone engineers, network administrators troubleshooting call routing, and anyone working with legacy switching equipment or establishing new international trunk connections.
