GBR: reserved bandwidth that stays put, no squeezing
A guaranteed bitrate is a contractual minimum data transmission speed that a network service provider commits to maintain between two points, regardless of congestion elsewhere on the network. In packet-switched telecommunications, GBR is the opposite of best-effort service: the operator must police traffic and reserve resources to honour that rate, or the customer can claim breach of service agreement.
GBR appears in several modern mobile and wireline standards. In 4G LTE networks, GBR is one of several quality of service (QoS) classes and defines the maximum rate at which the network will transmit a particular bearer's traffic. A video call might be provisioned at 128 kbit/s GBR; a financial data feed at 500 kbit/s GBR. If the network lacks capacity, it throttles other traffic or rejects new GBR requests rather than degrade an existing guarantee.
The counterpart is non-GBR traffic, which uses leftover capacity opportunistically and can be delayed or lost during congestion. Most internet services run on non-GBR; GBR is reserved for applications sensitive to delay or jitter, such as voice, real-time video, or critical industrial control signals. The trade-off is clear: GBR is expensive for the operator and the subscriber because it ties up network resources whether they are fully used or not.
Where GBR lives in the standards
GBR is codified in 3GPP specifications for LTE and 5G, where each bearer carries a GBR parameter in bits per second. An operator publishes its GBR offerings in service level agreements (SLAs) and price tiers. Enterprise customers buying SD-WAN or managed VPN services often negotiate GBR commitments on critical links to ensure voice and video calls do not suffer when data transfers spike.
The term is sometimes confused with maximum bitrate (MBR) or peak rate. GBR is what the network must supply; MBR is what it permits during brief bursts. A GBR of 256 kbit/s with an MBR of 512 kbit/s means the service will always see 256 kbit/s available, and can briefly exceed it up to 512 kbit/s if resources allow. Without explicit GBR commitments, SLAs collapse into marketing promises with no enforcement mechanism.
