IPL: dedicated leased telecom circuit between two points
An IPL is a permanent, point-to-point telecommunications circuit leased from a carrier and reserved exclusively for one customer's use. Unlike switched networks where bandwidth is allocated on demand, an IPL remains active 24/7 between two fixed locations, whether or not data is flowing across it. The circuit typically carries voice, data, or both, and operates at a fixed bandwidth: common rates include 64 kbit/s for voice-only lines, 256 kbit/s, 512 kbit/s, or higher speeds for data networks. The customer pays a monthly fee based on distance and capacity, regardless of usage.
IPLs were the backbone of enterprise wide-area networks (WANs) before packet-switched alternatives became dominant. A manufacturing plant in one city would lease IPLs to connect branch offices, distribution centers, and suppliers in other cities, creating a private mesh or star topology. The circuits could be terrestrial (copper, fiber optic) or satellite-based, routed via the carrier's infrastructure. Security was inherent: the physical path was dedicated, so no cross-talk or eavesdropping from other customers occurred on the same line.
IPLs come in two main flavors: voice-grade (4 kHz bandwidth, suitable for analog telephone and low-speed modem data) and data-grade (wider bandwidth, better conditioning for digital signals). A half-circuit IPL connects one end to a carrier's facility; a full-circuit connects two customer sites end-to-end. Pricing scales with distance; a 100-mile IPL costs far less than a 1,000-mile one because less infrastructure is required.
The term remains in use in telecommunications, but IPLs have lost ground to Virtual Private Networks (VPNs) over the public Internet, Multiprotocol Label Switching (MPLS) circuits, and cloud connectivity services. An IPL guarantees latency and uptime through contractual Service Level Agreements (SLAs), typically 99.5% to 99.9%, but requires capital expense and long lead times to provision. Modern enterprises often view IPLs as expensive legacy infrastructure, though they persist in sectors requiring guaranteed, auditable data paths: financial networks, healthcare systems, and industrial control networks.
The name reflects the era: "international" emphasizes transcontinental reach, "private" stresses exclusivity and security, and "line" is the old telephone term for a circuit. The acronym appears in carrier tariffs and regulatory filings, though many practitioners now call the same service a "leased line," "dedicated circuit," or "private circuit" without invoking the IPL label.
