MNP: keeping your phone number when you switch carriers
Mobile number portability is the technical and regulatory infrastructure that allows a customer to change telecom carriers without losing their existing phone number. When MNP is available in a market, a subscriber can port their number from one operator to another, typically within hours or days, and the receiving operator's network routes incoming calls and messages to the new network seamlessly. This portability applies to the numbering resource itself, not the SIM card or hardware.
The mechanics of MNP involve a central registry that maps each active number to its current carrier. When a call arrives for a ported number, the originating network queries this registry to find the correct destination network, then routes the call accordingly. The porting process requires authentication of the account holder, a formal request submitted to the receiving carrier, and coordination between both carriers to ensure the old network stops accepting traffic for that number by the activation cutoff time. Different jurisdictions enforce different timescales; some allow porting within 24 hours, others within several days.
Implementation across regions
MNP rollout has been uneven globally. The European Union mandated carrier portability starting in the late 1990s. The United States implemented Number Resource Portability (NRP) for landlines in 1997 but mobile number portability came later and varies by operator. Many developing markets lack MNP infrastructure altogether, or have implemented it only partially. Where absent, customers switching carriers must accept a new number, which reduces competitive pressure on incumbents and raises switching costs artificially.
The main technical challenge in MNP is the performance of the routing lookup. Every incoming call triggers a database query to the national number portability registry. High call volumes and poorly optimized databases can introduce noticeable delay. Some operators cache results to reduce latency. The registry itself must be maintained with high availability and real-time accuracy, as stale data causes calls to route to the wrong network or fail entirely.
MNP also affects how telecom operators manage network costs and customer acquisition. Without portability, an incumbent carrier with established infrastructure enjoys a structural advantage. With portability, operators must compete on price and service quality rather than switching friction. Consequently, MNP is often opposed by incumbent carriers and mandated by regulators as a pro-competition measure. The term is most common in telecommunications policy and regulatory contexts; network engineers typically refer to the specific routing mechanism or the portability database by more technical names.
