A spiral waterway placed round a turbine to regulate the flow.
Why this one
Named for its spiral shape, and the shape is the whole trick: the cross section narrows as water is bled off to the runner, so the last blade sees the same feed as the first.

Once they drain the scroll down we can get in and have a proper look at the wicket gate bushings.
