COCOT: the payphone you actually own

A COCOT is a coin-operated telephone installed and owned by a private business or individual rather than by the telephone utility or carrier. The operator collects the coins directly, keeping the revenue, and bears the cost of installation, maintenance, and service. COCOTs became common in the United States from the 1980s onward, filling locations where the incumbent carrier found operation unprofitable: bars, laundromats, truck stops, hospitals, and rental properties.

The equipment itself is standard payphone hardware, usually a wall-mounted or pedestal unit with a coin mechanism that accepts nickels, dimes, and quarters. The physical phone functions like any other, connecting through standard telephone lines to the public switched network. What distinguishes a COCOT is the ownership structure and contractual relationship: the COCOT operator leases line access from the carrier but retains coin revenue and decision-making about placement and pricing.

Installation requires a dedicated telephone line and, typically, a surcharge paid to the carrier for the privilege of operating the equipment. The coin collection mechanism must be secure and tamper-evident. Maintenance falls entirely to the owner, creating ongoing costs for repairs, line rental, and replacement of worn parts. Since the operator keeps all coins minus the carrier fee, profitability depends entirely on call volume and local calling rates.

Decline and regulation

COCOTs thrived during the payphone era but declined sharply after 2000 with the rise of mobile phones and internet calling. Regulatory uncertainty also hurt the sector: the FCC and state regulators imposed rules on rates, accessibility, and emergency calling that reduced owner margins. Today, COCOTs are rare, surviving mainly in isolated locations or as relics in older buildings.

The term survives in regulatory and historical documents, but active COCOT operation is now uncommon. Understanding it remains relevant for facility managers inheriting installed equipment, for locating emergency phones in remote locations, and for the few operators who still maintain payphone networks in niche markets.
