The process of authorizing a specific frequency, group of frequencies, or frequency radio band to be used at a certain location under specified conditions, such as bandwidth, power, azimuth, duty cycle, or modulation.

Frequency assignment is the regulatory act of allocating a slice of the electromagnetic spectrum to a transmitter at a specific location, under defined operational constraints. A radio station, cell tower, or industrial transmitter cannot simply pick a frequency and broadcast; a national authority (such as the FCC in the United States or Ofcom in the UK) must formally authorize it. The assignment specifies which frequency or band the transmitter may use, the maximum power level in watts or dBm, the geographic azimuth or service area, the duty cycle or hours of operation, and the modulation type. Without this authorization, the transmitter would cause harmful interference to licensed operators on adjacent or overlapping frequencies.

The assignment process exists because the radio spectrum is a finite resource. A given frequency cannot be safely used by two transmitters in the same region without one degrading or blocking the other. Regulators maintain databases of active assignments and apply technical rules to prevent interference. Separation requirements depend on frequency: VHF assignments might require 25 kHz spacing, while microwave links may tolerate narrower gaps. Power limits ensure that a transmitter does not blanket a region it should not serve. Azimuth restrictions, common for directional antennas, limit radiation toward sensitive locations such as airports or medical facilities.

Variants and coordination

Simple assignments cover a single location and frequency band. Complex assignments, especially for mobile networks or broadcast stations, involve multiple sites and may require coordination with neighboring countries to prevent cross-border interference. International bodies such as the ITU (International Telecommunication Union) publish regulations and coordinate major allocations. Regional harmonization is common: North America, Europe, and Asia often adopt similar frequency bands for the same service (such as cellular), but specific assignments remain national.

Violations of frequency assignment are taken seriously. An unlicensed transmitter or one operating outside its authorized parameters faces investigation, equipment seizure, and substantial fines. Enforcement teams use direction-finding equipment to locate sources of interference. Assignments are typically renewed periodically, sometimes with license fees, and can be revoked if the operator fails to meet conditions or abandons the service.

The assignment differs from the broader spectrum allocation, which sets aside entire bands for classes of use (e.g., "915 MHz for industrial, scientific, and medical applications"). An assignment is a concrete authorization to one operator at one location. It also differs from spectrum licensing, which grants rights to a range of frequencies; an assignment is issued under a license, often as a term of its conditions.
