ICNIRP: the body that sets limits on radio and microwave exposure

The International Commission on Non-Ionizing Radiation Protection is an independent scientific organization that publishes exposure guidelines for electromagnetic fields below the ionizing radiation threshold. Its role is to translate research on thermal and non-thermal biological effects into recommended safety limits that governments and industries can adopt as standards. ICNIRP does not regulate or enforce; it advises.

ICNIRP was founded in 1992 and draws members from physics, biology, medicine, and occupational health across multiple countries. The commission publishes guidelines covering static fields, extremely low frequency (ELF) fields, intermediate frequencies, and radiofrequency fields used in mobile communications, radar, induction heating, and medical devices. Most national regulators and telecommunications bodies, including the European Commission and various Asian standards bodies, align their limits closely with ICNIRP's published values.

How exposure limits are set

ICNIRP distinguishes between occupational exposure (workers in controlled environments) and public exposure (the general population). For example, their 2020 guidelines set occupational limits for 900 MHz radiofrequency at 10 W/m², while public limits are 2 W/m². These derive from specific absorption rate (SAR) thresholds measured in watts per kilogram of tissue. The underlying research focuses on thermal effects (heating) at high field strengths and potential non-thermal mechanisms at lower exposures.

Utilities and telecommunications operators use ICNIRP limits to design base station placement, set exclusion zones around industrial heating equipment, and calculate compliance distances for worker safety. When a facility's exposure assessment shows exceedance of these guidelines, mitigation typically involves distance increase, power reduction, or administrative controls. Disputes often arise where national standards diverge from ICNIRP values; some European countries and Switzerland apply more restrictive exposure levels than ICNIRP recommends, particularly for public exposure.

The commission revises its guidelines periodically as evidence accumulates. The 2020 update represented the first major revision in 15 years and increased exposure limits for some frequency ranges while refining others. Because ICNIRP's recommendations influence multinational equipment design and supply chain decisions, manufacturers typically design to meet the strictest applicable standard rather than maintaining multiple variants.
