ICV: the truck category that sits between light and heavy duty
An intermediate commercial vehicle is a truck built to carry cargo or passengers with a maximum gross vehicle weight rating (GVWR) between roughly 3.5 tonnes and 7.5 tonnes, depending on regional regulations. In Europe, this typically means vehicles in the 3.5 to 7.5 tonne category; in other markets the boundaries shift. These are the workhorses of urban delivery, small construction sites, and regional logistics: larger than a van, smaller than an articulated lorry, and designed to operate in mixed urban and highway conditions without requiring the licensing, fuel taxes, or road tolls that heavier trucks demand.
The ICV category exists because light commercial vehicles (vans under 3.5 tonnes) lack cargo volume or payload capacity for serious industrial work, while heavy goods vehicles (HGVs) are overspecified, expensive to operate, and often restricted from city centres during peak hours. A typical ICV might be a 5 or 6 tonne rigid truck with a flatbed, box body, or tipper configuration. Cab designs range from minimal (driver only, no sleeper) to modest crew cabs. Engine displacement is usually 2.5 to 3.5 litres diesel, producing 100 to 180 kilowatts.
Regulatory treatment varies significantly by region, which complicates procurement for international operators. In the EU, vehicles up to 3.5 tonnes can be driven on a standard car licence (category B); anything above requires a category C licence. At 7.5 tonnes, tolling regimes often activate and emission standards tighten. These regulatory thresholds have shaped vehicle designs: many manufacturers cluster offerings just below 3.5 tonnes or in the 5 to 7.5 tonne sweet spot to match taxation and licensing boundaries in their target markets.
Wear patterns and operational reality
ICVs experience high utilization rates compared to heavier trucks, often running 12 to 16 hour days with frequent start-stop urban duty. This accelerates wear on gearboxes, particularly manual units; automated manuals and automatics are increasingly specified to reduce driver fatigue and extend component life. Braking systems must handle sustained downhill grades and repeated emergency stops, making air brakes common even at the 5 to 7 tonne mark. Chassis stiffness is a persistent design challenge: too light and the vehicle deflects under uneven load; too heavy and payload capacity vanishes.
The term ICV itself is most common in European and UK trade language. North American equivalents include the Class 4 truck (light medium duty, roughly 10,000 to 14,000 pounds GVWR) and Class 5 (14,000 to 16,000 pounds), though the category definitions do not map exactly. In Australia and New Zealand, the closest match is the Medium Rigid (MR) licence category vehicle. Understanding these regional boundaries is essential for fleet managers sourcing vehicles or drivers across borders, as a vehicle legal to operate in one jurisdiction may require different licensing or face restricted access in another.
