permanent way: the railway's foundation and rails
Permanent way is the complete trackwork structure of a railway, consisting of the rails, sleepers (or ties), ballast, and subgrade that together form the roadbed. The term distinguishes this fixed infrastructure from the rolling stock (trains and carriages) that runs upon it. In modern usage, "permanent way" often refers specifically to the track structure itself, though historically it encompassed the entire prepared formation.
The ballast layer, typically crushed stone or gravel between 150 and 300 mm deep, sits directly beneath the sleepers and serves multiple functions: it distributes wheel loads across the subgrade, provides drainage, and allows for track adjustment and maintenance. Steel or wooden sleepers are spaced roughly 600 mm apart and hold the two rails in gauge (the distance between them). Standard gauge is 1435 mm in most countries; narrow gauges of 1000 mm or 762 mm appear in mountainous or light industrial railways.
Modern permanent way uses continuously welded rail in lengths of 200 m or more, joined with fish plates or welded end-to-end to minimize joints that cause wear and noise. Older lines contain jointed rail in 12 m lengths, connected by bolted fishplates. Rail weight in main lines typically ranges from 50 to 60 kg per meter; branch lines may use 40 kg/m or lighter. Concrete sleepers have largely replaced wooden ones on heavy-traffic routes because they resist decay and hold gauge more consistently, though wood remains common on secondary lines.
Maintenance and deterioration
Permanent way requires regular tamping to reset sleepers as ballast compacts under wheel loading, and periodic ballast replacement as stone breaks down and migrates. The track can develop defects including corrugation (a wave pattern in the rail head from cyclic stress), gauge widening from lateral forces, and rail head shelling where surface fatigue spalls the steel. Track twist, where one rail sits higher than the other, occurs if the subgrade settles unevenly.
The term "permanent" reflects the contrast with 19th-century tramways and light railways that used temporary constructions. A well-maintained permanent way on a main line may last 30 to 40 years before comprehensive renewal becomes necessary, though individual components are replaced as they fail. The cost and complexity of permanent way work, particularly in heavy rail environments, is why railways employ dedicated track gangs and machine-mounted maintenance equipment.
