A post office box, or POB, was a portable test instrument used primarily by telephone engineers and line technicians from roughly the 1920s through the 1970s to diagnose faults in telephone circuits and switchboard connections. Despite its name, it had nothing to do with mail delivery; the term originated because the British Post Office operated the telephone network and issued these tools to their engineering staff, and the instrument's compact, box-like form factor made the name stick across the industry.
The typical post office box contained a telephone handset, a dial or keypad, a battery compartment, a small switchboard with multiple terminals, and test leads or clips. An engineer could connect it directly into a telephone line at various points, at the exchange, in cable ducts, or at the customer's premises, to place test calls, check for dial tone, verify line continuity, and measure resistance or voltage across conductors. The battery powered the instrument so it could function independently of the network under test.
Construction and Limitations
Post office boxes were built ruggedly from metal and bakelite to survive field work, typically measuring around 10 by 8 by 4 inches and weighing several pounds. They worked well for analog copper-pair telephone systems but became obsolete as digital switching, multiplexed circuits, and optical fiber networks took over. Modern technicians use digital multimeters, protocol analyzers, and network test sets instead, which can handle far higher frequencies and more complex signal types.
The POB's limitations were real: it could not test loaded cables effectively, could not measure frequencies above a few kilohertz, and could not detect many types of intermittent faults. However, for straightforward loop testing, dial-tone verification, and basic continuity checks on physical telephone plant, it was reliable and required no external power supply beyond its internal battery.
Today, a working post office box is a collector's item and a reminder of the standardized, hardware-centric approach to telecommunications maintenance that prevailed before computerized diagnostics. The term itself survives in older technical documentation and in the memory of engineers who used them in the field.
