RECEO: the five-step tactical sequence for fighting confined-space fires

RECEO is a mnemonic acronym that describes the priority order for firefighting operations in confined spaces: Rescue, Exposures, Containment, Extinguish, Overhaul. It emerged from structural fire doctrine but has become standard procedure wherever firefighters must operate in tight, high-risk environments such as tanks, tunnels, basements, or industrial vessels. The sequence ensures that life safety always comes first, followed by protecting adjacent areas, controlling the spread, suppressing the fire itself, and finally eliminating hidden hazards after apparent extinguishment.

Rescue is the opening phase: locate and remove any persons trapped or endangered, whether inside the hot zone or nearby. This step is performed regardless of fire intensity or resource availability. Exposures comes next and means protecting structures, equipment, or people adjacent to the fire that could be ignited by radiant heat or flying embers. In industrial settings, exposures might include adjacent equipment, chemical storage, or production lines that could cascade into secondary incidents if they catch fire.

Why the sequence matters in confined spaces

Containment (sometimes called confinement) means preventing the fire from spreading into unaffected areas. This typically involves closing doors, blocking openings, or establishing firebreaks. Extinguish is the actual suppression phase: applying water, foam, powder, or inert gas to douse the fire. Only after the fire is visibly out does the team move to Overhaul, where they carefully search for and eliminate hot spots, smoldering materials, and areas of incomplete combustion that could reignite, especially dangerous in confined spaces where ventilation is poor.

RECEO differs from the older mnemonic RECEO-VS (which adds Ventilation and Salvage), though both remain in use across regional fire services. The core five steps reflect the reality that confined-space fires kill firefighters through rapid heat buildup, oxygen depletion, and toxic gas accumulation far faster than structural fires do. A tank interior or basement fire can reach lethal conditions in seconds; the sequence ensures crews work smart and prioritize accordingly.

In industrial settings, RECEO also informs emergency response planning for facilities with tanks, tunnels, reactors, or other enclosed work areas. Knowing which phase applies helps coordination between fire crews, site safety personnel, and plant operators, reducing confusion during an active emergency. Many facilities now include RECEO principles in their confined-space rescue plans and train both emergency responders and site workers on its logic.
