SSA: tracking satellites and debris from the ground

Space Situational Awareness (SSA) is the European Space Agency's capability to monitor, catalogue, and predict the behaviour of objects in orbit around Earth. This includes active satellites, spent rocket stages, collision fragments, and other debris ranging from a few centimetres to tens of metres across. For aviation maintenance and operations, SSA matters because these objects pose a collision risk to aircraft during launch and ascent, and their re-entry corridors affect ground operations and safety planning.

SSA combines ground-based radar and optical tracking systems with space-based sensors to build a picture of orbital traffic. The European system shares data with military and civil authorities across member states. Key inputs include optical telescopes that detect objects by reflected sunlight, and radars operating at various frequencies that can track through cloud and darkness. Real-time conjunction assessment, the prediction of potential collisions between tracked objects, drives decisions about satellite manoeuvres and launch timing.

Relevance to aircraft operations

During the ascent phase, rockets and their payloads pass through zones where catalogued debris concentrates. SSA data feeds launch window selection and abort criteria; a conjunction warning can delay a launch by hours or days. For spaceport and aerospace infrastructure planning, SSA forecasts the re-entry risk windows during which debris is expected to fall back into the atmosphere. This affects ground closure zones, personnel scheduling, and recovery operations in coastal and ocean areas.

The distinction between SSA as a European programme and the broader international SST (Space Surveillance and Tracking) capability is important. American, Russian, and other national systems maintain their own catalogues. Coordination between these networks, though improving, remains imperfect; discrepancies in debris position estimates can introduce uncertainty into conjunction predictions, which in turn affects launch readiness assessments and crew safety protocols.

For maintenance personnel and flight operations staff, SSA enters the workflow indirectly: through launch constraints, weather and debris briefings, and the timing of maintenance windows around planned ascents. Understanding why a launch is delayed or a window compressed requires familiarity with what SSA does and what data it provides to the decision-makers upstream.
