The phenomenon occurs because radio receivers have finite selectivity and sensitivity. In analog FM systems, this capture effect can be near-total, making the weaker transmission almost completely inaudible. In digital systems, the effect depends on the specific modulation scheme and error correction capability, but signal-to-noise ratio degradation still occurs.
Common scenarios and causes
Stepping on happens unintentionally when a user transmits while another is already on frequency, especially in systems without proper channel monitoring or push-to-talk discipline. It also occurs when a distant transmitter with high power inadvertently interferes with a local low-power user. In emergency services and aviation, stepping on is a serious operational hazard that can delay critical communications. Some radio systems mitigate this through squelch circuits that prevent transmission when detecting carrier, though this is not foolproof.
The term reflects the physical action: you are pressing down on, or dominating, an existing signal. Intentionally stepping on another user's transmission is considered poor radio discipline and is prohibited in regulated radio services.
