A box containing a service (fibre optic microducts, mains water, etc.) set into the street or verge for connection to a property, typically containing a shutoff valve to allow for maintenance at the connected property.

A toby box is a small underground chamber installed in the street, pavement, or verge that provides access to a service line running to a property. It contains a shutoff valve or ball cock that allows the supply to that property to be isolated without affecting neighbouring connections. The box itself is typically made of plastic, concrete, or cast iron, roughly 150mm to 300mm square, and sits just below ground level with a removable cover or lid for access.

The term originates from the name of the valve mechanism inside, which in water supply contexts is called a stopcock or stop tap. Toby boxes are most common in water distribution networks, where they serve mains shut-off points. However, the same principle applies to other utility services: fibre optic microducts, telecommunications copper, and occasionally gas supplies use comparable access boxes, though the internal mechanism varies. In water supply, the valve is almost always a quarter-turn ball cock operated by a square-drive key or wrench.

Installation and ownership

Toby boxes are installed and owned by the utility company or water authority, not the property owner. Their location is marked on service plans held by the water company, though physical location can drift over decades due to road resurfacing, building work, and record-keeping gaps. The box sits on the boundary between public utility infrastructure and the private connection to the building. When a property's water supply fails or maintenance is needed, the first action is often to locate and operate the toby box valve to isolate supply to that property alone.

A common failure mode is the valve jamming through corrosion or mineral deposit buildup, especially if it has not been operated for many years. The cover can also become stuck, buried under tarmac, or simply lost. In older installations, toby boxes may contain primitive stopcock designs that operate only partially, fail to seal completely, or break when operated after long dormancy. Modern replacements typically use brass or stainless steel ball valves that are more reliable and easier to service.

The box itself must be accessible and properly marked, though enforcement and maintenance standards vary by region and utility. In fibre networks, toby boxes serve a similar role in allowing technicians to isolate a property's connection without disrupting the backbone duct. They are distinct from larger utility chambers that house junction points or distribution equipment; a toby box is always a simple single-property shutoff point.
