ULEZ

The Ultra Low Emission Zone is a geographic area where vehicles must meet strict nitrogen oxide and particulate matter standards or face a daily charge. First introduced in central London in April 2019, covering roughly 125 square kilometers within the North and South Circular roads, it expanded in November 2023 to encompass all 32 London boroughs and the City of London, roughly 1,570 square kilometers. The zone operates 24 hours a day, 365 days a year.

Vehicles are charged based on their Euro emissions standard rating. Petrol cars registered before 2006 and diesel cars before 2015 typically fail to meet ULEZ requirements and incur a GBP 12.50 daily charge (as of the 2023 expansion). Compliant vehicles, including most modern cars, vans, HGVs, buses, and motorcycles, face no fee. The scheme uses automatic number plate recognition cameras to identify non-compliant vehicles; owners are issued a Penalty Charge Notice if they do not pay the daily charge.

Logistics and Fleet Operations

For transport operators and logistics companies, ULEZ compliance is now a cost factor across all London operations. Fleets using older vehicles must either retrofit catalytic converters and particulate filters, upgrade to Euro 6 compliant vehicles, or absorb the GBP 12.50 daily charge per vehicle. Companies operating refrigerated vehicles, refuse collection trucks, and delivery vans face particularly high costs if their fleets are aged. Many operators have accelerated vehicle replacement cycles or switched to electric and hydrogen alternatives to avoid charges and improve air quality outcomes.

The expanded ULEZ has made London one of Europe's most stringent vehicle emissions control zones. Similar schemes exist in other cities, including Madrid, Paris, and parts of Germany, but London's geographic scope and round-the-clock operation make compliance a significant operational requirement for any business moving goods or people within the capital.
