A telecom network (from their representation in engineering drawings).
Why this one
The shape came off the drawing board: telecom engineers sketched a puffy outline where the network went, because what happened inside it belonged to the carrier, not the drawing. The symbol outlived the paper.
In use
Our end of the link is fine up to the demarc; after that it goes into the cloud and we're waiting on the carrier to trace it.
