base sheet: the foundation layer that stops water entering your roof

A base sheet is a bitumen-saturated or bitumen-coated felt membrane laid directly onto the roof deck as the lowest ply in a built-up roof (BUR) system. It serves as a primary moisture barrier and adheres the roofing assembly to the structural substrate, preventing water penetration from below while the upper plies handle surface exposure.

Base sheets are typically 15 lb or 30 lb felt (referring to the weight per 3,600 sq ft roll) that has been saturated with asphalt or coated with a layer of bitumen on both sides. Some products use fiberglass matting instead of organic felt, offering better tear resistance and dimensional stability. The sheet is mopped down with hot bitumen (around 350 degrees Fahrenheit) or cold adhesive, creating a fully bonded interface with the deck below.

The base sheet differs critically from the plies above it: those upper layers are meant to be sacrificial and weathered by sun, rain, and foot traffic. The base sheet, buried under the build-up, rarely sees direct UV exposure and therefore resists the embrittlement that shortens the life of exposed felt. Its primary duty is preventing capillary moisture from rising through gaps in the deck material, which is why it must remain flexible and sealed at all seams and penetrations.

Where it fits in the assembly

A typical four-ply BUR system runs: base sheet, then two or three felts or fabrics mopped with bitumen between, topped with gravel or a cap sheet. In some modern low-slope systems, a single base sheet plus a cap sheet (often featuring mineral surfacing) replaces the full build-up, cutting labor and material cost. Modified bitumen roofs may use a base sheet of felt-backed roll roofing mopped in place, then overlaid with a torch-applied cap sheet.

Failure of the base sheet often goes unnoticed until leaks appear in interior spaces months or years later. Common problems include poor adhesion to damp or dirty decks, wrinkles and fishmouths that trap water, and punctures during subsequent mopping or foot traffic. Regional codes and insurance requirements increasingly specify base sheet use in buildings over certain heights or in high-wind zones, making it a legal and financial liability issue for contractors who skip it.
