Call forwarding is a switching function in telephone systems that intercepts an incoming call and redirects it to a different telephone number without the caller's intervention. The system makes this decision at the exchange or through a stored instruction in a private branch exchange (PBX) before the call reaches the original destination. It operates transparently to the originating caller, who may not even know the call has been rerouted.
The mechanism depends on whether the system uses circuit-switched networks or modern voice-over-IP (VoIP) architecture. In traditional analog and digital telephony, call forwarding is typically set up through dial codes entered by the subscriber; for example, entering a code followed by the destination number stores an instruction in the exchange database. When a call arrives, the switching logic checks that database and applies the routing rule before completing the connection. In PBX environments, forwarding rules are programmed by administrators and can be more complex, allowing conditional forwarding based on time of day, caller ID, or whether the line is already busy.
Conditional variants include busy line forwarding, which activates only when the subscriber's line is in use, and no-answer forwarding, which triggers after a set number of unanswered rings, typically four to six. Selective forwarding allows different destination numbers for different incoming numbers or call types. Some systems support chaining, where a forwarded call can itself trigger another forward, though this is limited to prevent loops.
Common complications and failure modes
Call forwarding can create problems in billing systems if not carefully tracked; the originating caller's charges may differ from the subscriber's, leading to disputes. Network charges incurred by international forwarding can escalate costs unexpectedly. Forwarding loops occur when the destination number is configured to forward back to the original number or through a circular chain, causing the call to bounce indefinitely until a system limit drops it. Some older systems also fail to forward calls that arrive while call waiting is active.
The term originates from the telephone exchange's literal function of pushing a call forward to a new destination rather than terminating it at its originally dialed number. Today, call forwarding remains standard in all public switched telephone network (PSTN) implementations and is a core feature in VoIP platforms, where it can be implemented in software on user endpoints or in the service provider's server infrastructure. It is distinct from call transfer, which requires active human intervention to move an already-connected call.
