CBDC: a bank's digital money under direct state control

A central bank digital currency is a form of money issued and controlled directly by a nation's central bank, existing only as digital entries in a ledger rather than as physical notes or coins. Unlike commercial bank deposits, which are claims against a private institution, a CBDC is a direct liability of the central bank itself. It functions as legal tender for payments and settlement, but only in electronic form.

CBDCs differ from both cryptocurrency and existing digital payments. Bitcoin and similar systems operate without central authority; a CBDC is the opposite, designed to give the central bank complete visibility and control over money supply and circulation. Unlike transfers through Visa or PayPal, which move commercial bank balances, a CBDC transaction is a movement of the central bank's own currency. Most CBDC designs use blockchain or distributed ledger technology, though some central banks use conventional databases.

Technical architecture and variants

A CBDC system typically comprises a central ledger maintained by the central bank, a settlement layer for transactions, and an interface (usually an app or card reader) for end users or commercial banks. Two main models exist: retail CBDCs, intended for direct use by the public; and wholesale CBDCs, for payments between financial institutions. The technical layer can be blockchain-based (with distributed nodes), centralized (single database with redundancy), or hybrid. Transaction speed, settlement finality, offline capability, and privacy protection vary widely depending on design choices and regulatory requirements.

Electrical and software engineers working on CBDC infrastructure face challenges around cryptographic key management, network redundancy, latency tolerance, and disaster recovery. The system must handle millions of transactions per second in some jurisdictions, maintain uptime comparable to critical power systems, and support instant settlement rather than batch processing. Hardware security modules and redundant node architecture are typical components.

CBDC development remains early stage globally. As of 2024, no major economy has deployed a retail CBDC for widespread public use, though pilot programs are underway in several countries. The technical standards, interoperability protocols, and integration with existing payment infrastructure are still being defined through international coordination. Engineers entering this field encounter unsolved problems in scalability, offline resilience, cross-border settlement, and resistance to system-wide attacks.
