MDC: Motorola's dispatch radio signaling standard

MDC stands for Motorola Data Communications, a low-speed digital signaling system that runs alongside the voice channel in two-way radio equipment. It allows dispatch centers and mobile units to send short messages, status updates, and location data without interrupting radio traffic or requiring a separate channel. The system transmits data at 1,200 baud over standard FM radio frequencies, encoding information as tones that ride beneath audible speech.

The most widespread implementation is MDC-1200, which became the de facto standard in North American emergency services and commercial fleets during the 1980s and 1990s. MDC-1200 packets contain caller identification, unit status, emergency signals, and acknowledgments. A dispatch center can mark a unit as clear or en route without voice contact; a mobile radio can transmit its ID number and status to the console automatically when the operator presses a programmable button.

The data rides in the deviation band of an FM signal, using frequency shift keying to encode bits as audio tones around 1,800 Hz and 2,400 Hz. This allowed MDC to work on existing narrowband radio systems without requiring new spectrum or major hardware redesigns; operators simply added a data card or module to the radio chassis. The system proved robust enough for noisy mobile environments and weak signals where pure voice communication remained intelligible.

MDC declined as agencies migrated to Project 25 (P25) digital radio systems and smartphone-based computer-aided dispatch. P25 integrates voice and data natively, eliminating the need for a parallel tone-based channel. However, MDC equipment remains in service across many smaller fire departments, police jurisdictions, and private taxi and delivery fleets, particularly in areas where full digital conversion remains cost-prohibitive.

The term MDC is often confused with Computer-Aided Dispatch (CAD) software, but they are different layers. MDC is the hardware signaling method; CAD is the database and routing system at the dispatch center. Understanding the distinction matters when troubleshooting why a unit's status fails to update on screen: the problem may be an MDC module failure in the radio, not a CAD system fault.
