CTC: railway signalling from a single control room

Centralised Traffic Control (CTC) is a system in which a single signalling operator, or small team of operators, controls train movements across an entire railway network or large section of it from one location. Instead of relay interlocking cabins distributed along the route, track circuits and signals feed back to a central console where the operator can see train positions in real time and issue movement authorities. The operator exercises full command over points, signals and line occupation across dozens or hundreds of miles of track.

A CTC installation consists of three layers: the field equipment (track circuits, signals, point motors), the relay logic or computer hardware at the centre, and the operator console. Historically this console was a large illuminated diagram called a mimic board, which showed track sections as lights, with illuminated lines representing occupied track and trackside signals displayed as coloured signal aspects. Modern CTC uses video displays and control keyboards. Data flows back from the field via hard-wired circuits or, increasingly, dedicated communication networks.

Variants and Deployment

CTC spread across North American railways in the mid-20th century and became standard for freight and passenger networks. It allowed operation of longer trains with fewer staff and tighter headways. European railways adopted it more selectively, often retaining local interlocking for short sections. CTC works best on single-track or two-track routes where a central authority can manage traffic flow; it is less common on densely signalled urban networks with many junctions. Automatic Train Protection (ATP) and later European Train Control System (ETCS) systems have different architectures but often retain CTC-like centralised command elements for timetable adherence.

Failure modes in CTC include loss of communication between field and centre (which triggers all signals to danger), failure of track circuits (leaving the operator unable to locate trains), and human error in issuing conflicting movement authorities. Modern systems include interlocking logic in the central equipment itself to prevent impossible commands, such as setting conflicting points or clearing signals into occupied sections. Older installations relied partly on operator discipline and lineside staff supervision.

The term "centralised" reflects the defining feature: authority is centralised. It contrasts with lineside interlocking, where a signalman at each cabin has local authority over a section, and with automatic block signalling, where trains control signals themselves via track circuits. CTC sits between these: it is manual (operator-controlled) but centralised, making it a hybrid suited to railways that need human judgment and coordination across long distances without the cost of many local cabins.
