A fill site is a pre-identified location where fire apparatus can access and draw water from a natural source, most commonly a lake, river, pond, or stream. It serves as a tactical staging point during wildfire response, allowing engines and water tenders to refill their tanks without having to establish temporary supply lines or relay operations from distant hydrants. The site is chosen and prepared well before fire season in areas where municipal water infrastructure is sparse or absent.

Fill sites must meet specific accessibility criteria. The approach must accommodate heavy fire trucks, often weighing 30,000 to 50,000 pounds, and the water source must have sufficient depth and flow to support sustained drafting. A minimum water depth of 3 to 4 feet is typical for portable pump intake operations. The ground surface needs to be stable enough to prevent apparatus from sinking; agencies often reinforce approaches with gravel or matting. Turnaround space or pull-through geometry is critical so crews do not waste time maneuvering in difficult terrain during deployment.

Preparation and maintenance

Wildland fire management agencies survey and document fill sites months in advance, marking them on response maps and sharing coordinates with incident commanders and water tender operators. Sites are inspected for debris, silt buildup, vegetation overgrowth, and hazards like rocky outcrops or submerged obstacles that could damage pump intakes or snag hoses. Some jurisdictions pre-position hardened intake points with concrete pads, steel grates, or floating pump platforms. Road signs and GPS waypoints help crews locate sites quickly under poor visibility or at night.

The effectiveness of a fill site depends on water flow rate and accessibility during peak fire activity. A site fed by strong current can sustain drafting rates of 500 gallons per minute or more, while a stagnant pond may require longer fill times and careful depth management. Poor site selection, such as placing a fill station on a road with soft shoulders or downstream from a dam with seasonal drawdown, creates delays and compounds already compressed decision timelines during large fires.

Fill sites are distinct from structural hydrant systems and differ from mobile water supply strategies that rely on portable tanks or relay pumping. They are foundational to wildland and rural fire operations where hydrant density is nil and serve as anchors for both initial attack and sustained resource movement during extended campaigns.
