Soil used for filling, that is, found within or contemporaneously placed within a cavity, or a supply of soil for use as fill.

Fill soil is excavated material, typically clay, sand, silt, or mixed topsoil, placed back into excavations, depressions, or prepared cavities to raise grade, compact foundation beds, or restore site elevation. It serves as the working material that bridges the gap between cut and fill operations on a construction site, handling the practical need to balance material moved during earthmoving.

The source of fill soil matters critically. On-site fill comes from excavation of basements, utility trenches, or grading cuts; this material is cheapest because transport is minimal and often happens in the same work cycle. Off-site fill, brought from borrow pits or quarries, is used when on-site excavation yields insufficient volume or unsuitable material. Imported fill must meet specifications for particle size distribution, plasticity index, and organic content. Soils with high clay content (10 to 20 percent passing the 200-mesh sieve) compact well; silty or sandy soils compact less predictably and may require moisture adjustment.

Placement and compaction discipline

Raw fill soil has little structural value until compacted. Fill is placed in lifts, typically 6 to 12 inches thick, then rolled or vibrated to reach a target density, usually 90 to 95 percent of maximum dry density as determined by standard proctor or modified proctor testing. Poor compaction results in settlement, which undermines overlying pavements, structures, and utility lines. Conversely, over-compaction of fine-grained soils can lock in moisture, creating an unstable base. The contractor must balance equipment capability, moisture content, and lift thickness to achieve uniform density across the fill area.

Fill soil differs from backfill by context and expectation. Backfill specifically refills voids around installed utilities, retaining walls, or foundations; it is often smaller in volume and may be selected or engineered material. Fill soil is the bulk material used to achieve site topography, often lower in specification stringency, though foundation or pavement subgrade fill must meet standards. The term also encompasses clean fill, which excludes organic debris, asphalt, and concrete, and select fill, which meets particle grading and plasticity requirements for critical applications.

Field testing during placement includes density determination by sand cone method, nuclear gauge, or drive cylinder, and moisture check by oven dry method or moisture meter. If testing shows inadequate density, the contractor must re-work the layer at additional cost and schedule delay. Site conditions affect suitability: a saturated clay fill on a slope may fail under shear; a sandy fill in an arid climate may dust and erode. Environmental rules now restrict importation of certain fill soils to prevent contamination, making on-site reuse the preferred path where material is clean and structurally adequate.
