LSV: street-legal cart for short trips under 25 mph

An LSV is a purpose-built vehicle that falls between a golf cart and a standard automobile. It is designed to travel at a maximum speed of 25 miles per hour and is legal to operate on public roads with posted speed limits of 35 mph or less. The vehicle typically seats 2 to 4 passengers and has a wheelbase under 110 inches, making it compact enough for parking and maneuvering in tight spaces. LSVs are powered by either gasoline or electric motors and use standard automotive components scaled to their light-duty purpose.

The regulatory framework for LSVs exists because they occupy a specific niche: faster than golf carts but slower and smaller than full-size cars. The National Highway Traffic Safety Administration (NHTSA) does not regulate LSVs as motor vehicles, which means they are not subject to the same crash testing and safety standards. Instead, states and municipalities set their own rules. Most jurisdictions require LSVs to have working headlights, brake lights, turn signals, windshields, and seat belts. Registration and insurance requirements vary widely by location.

Electric LSVs have become the dominant type in recent years, with lithium-ion battery packs offering 30 to 50 miles of range per charge. Gasoline models still exist but require engines sized to stay under the 25 mph governor, which wastes engineering efficiency. Wheels are typically automotive-grade rather than golf cart pneumatics, and braking systems use either drum or disc technology similar to light trucks.

LSVs are common in retirement communities, resort properties, university campuses, and industrial parks where distances are short and congestion is managed. They reduce fleet fuel costs and simplify parking infrastructure. On public roads, they must yield to standard traffic and cannot legally enter highways or roads with speed limits above 35 mph. Some jurisdictions restrict them to daylight operation only.

The term LSV is used interchangeably with neighborhood electric vehicle (NEV), though NEV technically applies only to electric models. Manufacturers typically position LSVs as alternatives to second vehicles in multi-car households or as primary transport for short-distance commuting. Durability is a real concern: bodies are often fiberglass or aluminum, and component failure in wet conditions or heavy use can be costly relative to the vehicle's purchase price.
