A company that uses or builds on an existing telecommunications operator’s network (which includes telco and cable networks). These are often associated with advanced fiber-optic networks.

An overbuilder is a telecommunications service provider that deploys its own network infrastructure, typically fiber-optic cable, but also copper or wireless, along the same routes as an incumbent operator's existing lines. Rather than acquiring rights to use the incumbent's network, the overbuilder invests capital to build a parallel system, usually offering the same or better service to the same geographic area. The term reflects the literal act of building over the same ground or conduits already served by an established carrier.

Overbuilders operate most aggressively in fiber deployment. An incumbent telco or cable operator might have installed copper lines or coaxial cable decades ago; an overbuilder enters with modern fiber-to-the-home (FTTH) technology, offering gigabit speeds where the incumbent delivers megabits. This model emerged prominently in the 2000s and 2010s, particularly in North America, where regulatory frameworks and the cost of acquiring existing assets made new infrastructure deployment more economical than buying access to legacy networks.

The economic and regulatory context shapes overbuilder viability. In areas where telecommunications incumbents control most of the ducting and pole attachments, overbuilders may be able to negotiate access to shared conduits or secure separate pole-attachment rights under common-carrier rules. However, in densely built urban areas, finding space for a second fiber network can be prohibitively expensive. Rural areas often lack the revenue density to justify overbuilding. The Federal Communications Commission's rules on broadband deployment and recent infrastructure grants have made overbuilding more attractive in previously underserved regions.

Overbuilders typically target specific service tiers: residential broadband, business connectivity, or both. A fiber overbuilder might lease dark fiber to regional businesses while offering retail broadband to homes. Some overbuilders eventually sell their networks to larger operators or become acquisitions themselves. Others remain independent or merge with other overbuilders to achieve scale.

The term is sometimes used loosely to describe any competitor building new network capacity in an area already served by another carrier, including wireless overbuild via small cells or new spectrum. However, it carries distinct meaning in the wireline context, where the fixed nature of cable routes and utility poles makes the parallel-infrastructure economics visible and measurable. Overbuilding is not universal: in some nations, regulatory frameworks actively discourage it in favor of wholesale network sharing or regulated access to incumbent infrastructure.
