To raise steam is to heat water in a locomotive's firebox until the boiler reaches working pressure, typically 140 to 200 psi on a freight engine or 180 to 210 psi on a passenger locomotive. This is not a quick process. From a cold start, it can take 45 minutes to two hours for steam to build sufficiently to move the engine under its own power.
The fireman controls the rate of steam generation by managing fuel feed and draft. On coal-fired engines, this means shoveling fuel into the firebox at a steady rate while keeping the grate clear of ash. On oil-fired engines, it means adjusting the burner valve. The boiler's pressure gauge is the critical instrument: if pressure climbs too fast, safety valves lift and waste steam; too slow, and the engine is not ready when needed.
Once pressure reaches the minimum needed to move the engine (around 100 psi for most designs), the engine can technically work, but full power requires full pressure. Water must also be maintained at the correct level in the boiler sight glass throughout the process. Too low, and the crown sheet (the upper surface of the firebox) becomes exposed to flame and fails; too high, and boiling water sprays into the cylinders and causes damage.
The phrase reflects the reality of steam locomotive operation: there is no ignition key. Every departure began with labor: the fireman and engineman working together to raise steam before the engine could leave the depot. On branch lines and smaller operations, an engine might be kept in 'banking steam' (maintaining low pressure) overnight to shorten morning preparation. Failure to raise steam properly meant missed schedules and customer complaints, making this one of the most routine but essential skills in railway work.
