A red light camera is a fixed or mobile unit that photographs or records video of vehicles passing through a traffic signal after the light has turned red. The camera triggers automatically when a vehicle crosses the stop line during the red phase, capturing the vehicle's license plate, the traffic signal state, and often the driver's face or upper body. Most systems use induction loops, radar, or laser sensors embedded in the roadway to detect vehicles and activate the imaging device at the precise moment of violation.

These systems operate on a simple but rigid principle: a vehicle must not enter the intersection after the red light signal illuminates. The camera records the timestamp, vehicle speed (in many jurisdictions), and the signal timing data. A human reviewer, or increasingly an automated image analysis system, verifies that the light was indeed red and that the vehicle crossed the stop line, not merely entered the intersection on yellow. Citations are then issued to the vehicle's registered owner, not necessarily the driver.

Technical variants and deployment

Red light cameras exist in several configurations. Fixed units are permanently mounted at high-violation intersections, typically on a pole or arm extending over the roadway. Mobile units operate from unmarked vehicles or portable stands and are repositioned regularly to different locations. Speed-on-red cameras record both the red light violation and the vehicle's velocity through the intersection. Some jurisdictions pair red light enforcement with yellow light timing data to defend against claims that the yellow phase was too brief.

The cameras themselves are typically high-speed digital units capable of capturing at least two frames per violation: one showing the vehicle entering on red, and one confirming its position in the intersection. Image quality must meet legal thresholds for plate legibility and signal state visibility. The systems are exposed to rain, glare, and temperature swings, making optical clarity and sensor reliability critical to withstand legal challenge.

Red light camera enforcement has generated significant debate in the automotive industry and among traffic engineers. Critics point to studies showing that some intersections see increased rear-end collisions as drivers brake harder to avoid citations. Data on intersection safety outcomes varies by location and installation type. The economic incentive structure, in which municipalities receive revenue from fines, has also raised questions about program impartiality and yellow light duration optimization.
