A scooper is a firefighting aircraft equipped with retractable scoops that allow it to collect water or fire retardant directly from lakes, rivers, or coastal areas during flight. Unlike conventional air tankers that must land at airfields to refill, a scooper can perform rapid turnarounds by descending to skim across a water surface at low speed, deploying hydraulically operated scoops that extend below the fuselage to collect several hundred gallons in seconds.
The most widely used scooper is the Canadair CL-215, a twin-engine amphibious aircraft that can haul roughly 1,400 gallons of water per scoop cycle. The CL-415, an upgraded variant with turboprop engines, carries about 1,650 gallons. Both aircraft are designed with reinforced hulls to withstand the impact of repeated water contacts at speeds around 35 to 45 knots. The scoops themselves are positioned on the fuselage underside and retract fully once the aircraft climbs away from the water.
Scoopers excel in regions with abundant water nearby, particularly Australia, southern Europe, and Canada, where they can complete multiple fills in a single sortie. A scoop cycle takes roughly 10 to 15 seconds, and the aircraft can return to the fire zone within minutes. This rapid turnaround is their main advantage over fixed-base tankers that require ground crews and longer transit times. However, scoopers cannot operate in rough water, heavy wind, or low-visibility conditions that make skimming dangerous.
Operational constraints and trade-offs
Weather limits scooper effectiveness sharply. Wave height above about two feet compromises safe skimming, and crosswinds beyond 15 knots increase the risk of loss of control during the low-altitude approach. Pilots must also identify suitable water sources that are deep enough, free of debris, and close enough to the fire to make repeated runs economical. A scooper cannot operate from the same base as a conventional tanker because it requires water access rather than an airfield.
The term reflects the aircraft's core function, though crews and agencies more often refer to these machines by their model names. In large fire campaigns, scoopers are typically deployed alongside air tankers and helicopters as part of an integrated aerial attack strategy, filling the niche of fast, water-abundant response when conditions permit their use.
