A time-of-use (TOU) meter is an electronic or mechanical device that records electrical consumption separately for different periods of the day, typically dividing a 24-hour cycle into two to four distinct tariff windows. Unlike a standard meter that simply totals kilowatt-hours consumed, a TOU meter timestamps each unit of energy and assigns it to the appropriate billing period, allowing utilities to charge different rates for peak hours, off-peak hours, and sometimes mid-peak or shoulder periods.

Most industrial and commercial TOU meters use solid-state electronics with digital displays and internal clocks to track consumption intervals. The meter stores cumulative readings for each time period in memory, then transmits this data to the utility either through manual reads, automated meter reading (AMR) systems, or advanced metering infrastructure (AMI) networks. A facility drawing 500 kW during morning peak hours might pay substantially more per kilowatt-hour than the same facility drawing 200 kW at 2 a.m., even though both consume power at constant rates during their respective periods.

Why TOU metering matters in industry

Facilities with controllable loads can shift consumption away from peak periods to reduce costs significantly. A manufacturing plant running non-critical equipment during off-peak windows, or a data center scheduling batch processing for night hours, can cut electricity bills by 10 to 30 percent depending on the rate structure. This also helps balance grid demand and reduces the need for peaking power plants during high-demand hours.

TOU rate structures vary by region and utility. Common patterns use two-tier pricing (peak and off-peak), while others employ three or four tiers with different rates for morning peak, afternoon peak, evening, and night periods. Some meters also track demand (measured in kilowatts) separately during each period, penalizing brief spikes in consumption. Accurate billing depends on the meter's clock remaining synchronized; most modern units update via network signals, but older mechanical or early electronic devices can drift by several minutes over months.

Industrial customers receive TOU metering as standard in many regions, while residential TOU meters are less common but growing as utilities encourage demand response. The distinction matters: an industrial meter may log 15-minute or 30-minute intervals for fine-grained analysis, while a residential meter often records only the cumulative total for each billing period, with the utility estimating how much fell into each time window.
