The practice spread from military communications into civilian aviation, maritime radio, and emergency services, where the same need for unambiguous confirmation exists.

The electrical engineering sense remains bound to radio frequency channels and voice communications systems where the speaker and listener cannot see each other. A text message saying "roger" carries none of the technical weight, since written confirmation is already a record. But over a radio link, where static, interference, and distance threaten clarity, the single word roger compresses two pieces of information into one reliable utterance, transmitted at standardized tone and length to maximize audibility.
