cess

The area along either side of a railroad track which is kept at a lower level than the sleeper bottom, in order to provide drainage.

A cess is the recessed channel or lowered ground area that runs along one or both sides of a railway track, positioned below the bottom surface of the sleepers (or ties). Its primary function is to collect and drain water away from the track structure, preventing pooling that would weaken the ballast and accelerate deterioration of the subgrade.

The cess is typically cut into the formation (the prepared earthwork) at a depth of 300 to 450 mm below the sleeper seat, depending on local soil conditions and rainfall patterns. In well-drained soils, a shallow cess may suffice; in clay-heavy or high-rainfall regions, deeper cess with additional underdrain pipes may be necessary. The width is usually between 1 and 2 metres on either side of the track, though this varies by railway standard and geography.

Maintenance and failure modes

The cess must be kept clear of vegetation, debris, and accumulated sediment, or it becomes ineffective. When silted or clogged, water cannot drain freely and begins to saturate the ballast and subgrade, leading to soft spots, track settlement, and eventual buckling in hot weather. On poorly maintained lines, especially in tropical or monsoon climates, cess failure is a common cause of track geometry degradation.

The term 'cess' derives from the word 'cession', meaning a yielding or giving way of the ground. In some regions and older British railway terminology, the cess also referred to the landowner's assessment or payment to the railway company for use of land alongside the track, though this fiscal meaning is now obsolete in modern rail engineering.

Modern rail standards specify cess gradients (typically 1 in 20 to 1 in 40, sloping away from the track) and occasionally include provisions for French drains or perforated pipe underdrains in particularly wet formations. On viaducts and embankments, the cess design must account for the steeper slopes and faster runoff of water.
