A method of building a tunnel by digging a trench, constructing tunnel walls therein, and refilling the trench with earth.

Cut and cover is a shallow tunneling method where workers excavate an open trench from the surface, build the tunnel structure in the bottom of that trench, then backfill over it. The finished tunnel typically sits 5 to 15 metres below ground level. Unlike deep-bore methods that tunnel blindly from beneath, cut and cover lets crews work in daylight with full visibility, control, and access to the excavated soil and materials.
The process begins with site excavation: a trench wide enough to accommodate the tunnel walls plus working space, often 2 to 3 metres wider than the tunnel itself. Workers then construct the tunnel shell, usually reinforced concrete with a concrete invert (floor), side walls, and a reinforced concrete roof slab. The roof becomes the structural base; once cured, the trench is backfilled with excavated material or imported soil, compacted in layers. Utilities and street surfaces are then reinstated above.
Cut and cover suits shallow urban transit tunnels, underground car parks, pedestrian underpasses, and service tunnels under roads or railways. It excels where ground conditions are stable enough to support temporary trench walls and where traffic disruption, though significant, can be managed for weeks or months rather than years. Deeper tunnels or those under water tables require shoring, dewatering, or diaphragm walls to prevent collapse.
Trade-offs and constraints
The method's major drawback is surface disruption. A cut and cover tunnel for a metro line can close roads or disrupt rail traffic for extended periods. The cost of that disruption, plus temporary support systems, dewatering, and the need for careful ground control around adjacent structures, can rival or exceed the savings in construction speed compared to conventional shield tunneling. Environmental settlement (ground subsidence) around the excavation remains a persistent risk unless dewatering and compaction are rigorous.
The term itself is straightforward: you cut the trench, then cover it. Cut and cover remains standard for shallow metro lines in dense cities, from London's District Line (1860s) to modern extensions worldwide. It demands tight coordination between civil teams, utilities, traffic management, and municipal authorities, but it remains one of the fastest ways to build a shallow tunnel in competent ground with acceptable surface risk.
