The transfer of the radar identification of an aircraft from one controller to another when the aircraft enters the receiving controller's airspace and radio communications with the aircraft are transferred.

A hand-off is the formal transfer of an aircraft from one air traffic controller to another, along with all associated radar tracking and radio communications responsibility. When an aircraft departs one controller's airspace and enters another's, the departing controller initiates the hand-off by coordinating with the receiving controller, confirming the aircraft's identity, altitude, and heading. The receiving controller accepts the hand-off and assumes full responsibility; the departing controller's radar blip and data tag transfer to the receiving system, and the aircraft receives a new radio frequency to contact the next controller.

Hand-offs occur constantly in controlled airspace. A climb from a low-altitude terminal radar control facility to an en route center's airspace requires a hand-off. Descents approaching a metropolitan area flow through multiple hand-offs as the aircraft moves from center to approach control to tower. International flights hand-off between nations' flight information regions. The process is highly proceduralized: controllers exchange the aircraft callsign, current altitude, assigned altitude, and any relevant weather or traffic information before the radar identification transfers.

Radar identification and coordination

The technical mechanics matter because a failed hand-off creates a radar-identified target with no assigned controller. The departing controller must establish radar contact and confirm identification before any hand-off can occur. Some facilities use automated hand-off systems that electronically transfer the data tag from one controller's scope to another's, reducing voice coordination time. However, the receiving controller must still acknowledge and assume responsibility; automation alerts but does not remove human accountability.

Timing is critical. A premature hand-off before the aircraft actually enters the receiving controller's airspace creates ambiguity about who is responsible if an emergency occurs. A late hand-off can result in the aircraft losing radio contact or operating in an airspace where no controller is monitoring. Controllers coordinate hand-offs carefully, often beginning the process while the aircraft is still some distance from the boundary to allow time for the receiving controller to prepare and locate the target on radar.

Hand-off failures are a recurring cause of operational errors in the national airspace system. Common causes include miscommunication of callsigns, confusion about which aircraft is being handed off when multiple targets are near the boundary, or a controller accepting the hand-off but failing to establish radio contact. Non-radar environments, such as oceanic airspace or certain remote regions, use procedural hand-offs based on time and position rather than radar identification, introducing different failure modes but following the same essential principle of explicit transfer of responsibility.
