COTS: NASA's bet on private space delivery

COTS stands for Commercial Orbital Transportation Services, a NASA initiative launched in 2006 to contract cargo and crew transport to the International Space Station with private companies instead of relying solely on government-operated systems. The program represented a deliberate shift in procurement strategy: rather than NASA designing and building spacecraft, it would purchase launch services on a fixed schedule from commercial providers who owned and operated their own hardware.

Under COTS, companies received milestone-based funding to develop orbital-capable vehicles. SpaceX received approximately 392 million dollars to develop the Falcon 9 rocket and Dragon spacecraft for cargo delivery. Orbital Sciences Corporation (later Orbital ATK) received roughly 288 million dollars to develop the Antares rocket and Cygnus spacecraft. The structure was explicit: reach defined technical milestones or forfeit remaining funds. This contrasted sharply with cost-plus contracts where companies were reimbursed for documented expenditures.

COTS flights began in 2012 when Dragon reached the ISS for the first time. The program officially concluded in 2013, but the vehicles it spawned continue flying under commercial cargo resupply contracts. Maintenance technicians working with these vehicles encounter Falcon 9 first stages designed for reusability, Dragon spacecraft with integrated life support and power systems, and Cygnus vehicles typically de-orbited after each mission rather than recovered. Each design reflects the supplier's engineering choices within NASA's performance requirements.

The program's legacy extends beyond immediate logistics. COTS demonstrated that commercial entities could meet NASA technical standards for human spaceflight infrastructure while operating under fixed-price incentives. This model influenced subsequent initiatives like Commercial Crew Program (CCP), which brought Crew Dragon and Starliner to operational status for astronaut transport. Maintenance operations today still depend on the standardized interfaces and certification baselines established during COTS development.
